Partnership Program
Network of International Legal Alliances Missions in conflict-affected areas as a basis for Training, exchange of expertise, Research and Mediation

International Legal Alliances provides a global human rights Programme, working with field missions in conflict affected areas. The Program interlinks human rights field missions according to the ILA method in conflict affected areas and network activities (coaching, research, training, exchange of expertise). ILA thus creates bridges between the ‘South’ and the ‘North’ on the various local and international levels for a better understanding of the causes of conflicts aiming at identifying tailored instruments for access to rights and conflict prevention.

Partnership General Structure
ILA is setting up a system of partnerships to develop the field missions:

  • Organise assessment missions in conflict-affected areas to assess the legal situation and the issues at stake

  •  An ILA ex-pat, legal expert will set up the identified mission with the local partner, together setting up a Programme.

  • The field mission will be implemented with the assistance of ILA, which will be in charge of evaluation.

ILA is in charge of strategy and policy: project development & evaluation. ILA will use its international network and expertise to help and guide in fundraising. ILA will provide international expertise throughout the project, and an ILA international expert will be working on spot at the early stage of the project. Training will be organised on relevant topics.

The local partner organization is in charge of the project implementation, the local fundraising, the financial administration, the management and reporting.

Self-sustainable legal network and training-the-trainers approach
The legal expertise in the field missions is provided by ILA’s legal Partners. In the field the network consists of the implementing partners and the international and national groups working on the various levels with the displaced populations.

The reintegration of massive displaced populations requires in large countries as Sudan and Colombia a training-the-trainers approach having a large cost-efficiency, which will foresee in the most structural impact of the Project. Once the partner has built up its capacity, the local lawyers group will train another group in another region, building up training-the-trainers capacity, having a multiplying effect.

ILA develops self-sustainable legal structures. ILA will leave the material infrastructure and will provide international embedment involving a minimum ex-pat presence. Local costs are low once the material support is provided. These costs will be covered by ILA’ sponsorship programme, involving law firms.

Network Activities
Linked to the concrete assistance activities in the field missions, ILA organises activities to mediate in conflict issues, organise group sessions to involve civil society in the solution of the issues, and lobbying activities. On the basis of all this, ILA is able to provide advice, to undertake research and training activities and to organize mediation. The expertise comes from the local partners. These training sessions will also serve for exchange of expertise between the various legal partner organisations from different parts. This exchange will allow the development of the methodology. All this will be done bearing in mind that lessons learnt in one area can be applied in another as well.

Advantage for and role of ILA
ILA is not primarily in charge of management, fundraising and financial administration of the field missions, which makes it possible to run a global project as non-bureaucratic, flexible, hands-on organization.

Advantages for and the role of the local partner organisation

  • The local group can operate independently while getting international status and receiving expertise, support, training, assistance in fundraising and lobbying.

  • The partner organisation is part of an international network, which enables it to exchange expertise, enlarge its fundraising and lobbying capacity, increases its mediation capacity (using an international name, that can organise mediations outside the conflict area), which is empowering local civil society.

International Legal Alliances

  •  International ILA network: exchange of experience and training.

  •  Supplementary support and other services.

Partner Organization

  • The partner is in charge of the fundraising. ILA will help in fundraising through its international network.

  • Implementation of the project under its own responsibility.
